Director, Semiconductor Research Hub

The Cornell Jeb E. Brooks School of Public Policy harnesses the University's broad disciplinary excellence in public policy, along with its innovative teaching, research, and engagement programs, to solve pressing global challenges. The school's prestigious faculty apply an interdisciplinary and problem-oriented focus to wide-ranging public policy issues as they explore how government choices intersect with people's lives. The school's initial areas of focus are in data science and technology policy; environmental and sustainability policy; health policy; human security; inequality and social policy; the politics and economics of development; and race, racism, and public policy.

What You Will Do

The Brooks Tech Policy Institute (BTPI) is a research-focused initiative that addresses the intersection of emerging technologies and public policy. BTPI aims to advance thought leadership and foster an inclusive dialogue between scholars, policymakers, industry, and civil society. The Semiconductor Research Hub within BTPI focuses specifically on the role of semiconductor technologies in national security, economic resilience, and technological advancement, providing targeted research, policy analysis, and stakeholder engagement on these critical issues.

The Cornell Jeb E. Brooks School of Public Policy is seeking a collaborative, dynamic, and entrepreneurial professional to serve as the Director of the Semiconductor Research Hub within the Brooks Tech Policy Institute. The Director will play a key role in shaping and managing the effective business and administrative operations of the Semiconductor Research Hub, covering finance, planning, human resources, facilities, and budgeting, as well as policy development. This role requires a leader who can balance complex operational demands while building and maintaining critical partnerships across academia, industry, and government.

Reporting to the Director of the Brooks Tech Policy Institute, the Director of the Semiconductor Research Hub will set the strategic direction for the Hub, ensure efficient and effective operations, and manage the overall growth and sustainability of the organization. The individual will lead initiatives to expand the Hub's reach, cultivate relationships with key stakeholders, and develop a solid organizational foundation that supports impactful research and engagement activities. This position will focus on enhancing the Hub's influence and capacity by establishing robust operational processes, supporting strategic development, and ensuring high standards of performance.

The Director will work collaboratively with faculty, stakeholders, and administrative partners within Cornell University. The Director will play an instrumental role in spearheading partnerships and building interdisciplinary collaborations that amplify the impact of BTPI's initiatives, specifically in the semiconductor sector. The essential job duties span the following functional areas: Strategic Management and Program Development (35%), Manage Hub Operations Including Event Planning and Management (30%), and Policy Work / Outreach / Relationship Management (30%),

The ideal candidate will have significant experience in managing organizational growth, proven leadership in developing programs, and the ability to cultivate partnerships across sectors. This role demands a proactive leader capable of navigating a start-up-like atmosphere and driving the hub towards long-term sustainability and excellence.

This is a full-time (40 hours/week) position that is based in Ithaca, NY. This position follows a 4:1 campus-to-home hybrid work schedule. This hybrid work arrangement is subject to change at any time.

Required Qualifications:

  • Bachelor's degree in public policy, technology policy, business administration, or a related field.
  • 5 to 7 years of professional experience building and leading organizations.
  • Understanding of national security issues, specifically related to emerging technologies.
  • Demonstrated ability to effectively interact with industry partners and government agencies.
  • Attention to detail and a willingness to participate in a start-up atmosphere
  • Demonstrated success in management, leadership, and organizational strategy
  • Demonstrated success in building networks and creating partnerships and alliances
  • Strong written and verbal communication skills with an emphasis on developing public relations efforts and stakeholder engagement.
  • Ability to interpret and implement university policies, address complex issues, and make recommendations to leadership.
  • Strong organizational skills with a track record of planning and executing complex programs, including budgeting and resource allocation.
  • Experience in and/or demonstrated commitment to supporting diversity, equity, access, inclusion, and wellbeing.
  • Ability to cultivate and develop inclusive and equitable working relationships with students, faculty, staff, and community members.

Preferred Qualifications:

  • Network of professional contacts, particularly with policymakers, advisory groups, researchers, and organizations within the national security domain.
  • Prior experience in think-tanks, policy institutes, federal government, or military roles with policy engagement.
