We seek an experienced Staff Services Manager I who is self-motivated, detail-oriented, diligent, and can manage and provide support to our administrative staff and office.  This position will support various administrative services, including but not limited to, human resources, fiscal services, contract management, procurement, and grant management programs managed by SRO and other offices.  DWR values a diverse workforce and is committed to promoting an inclusive work environment that respects and embraces differences where employees from various backgrounds, cultures, and personal experiences are welcomed and valued.

Under general direction of the Southern Region Office (SRO) Manager, Principal Engineer, Water Resources (WR), the Staff Services Manager I (SSM I) will serve as the Administration Branch Manager and act as the primary advisor to the SRO Manager for all administrative matters. The SSM I is responsible for a full range of sensitive and complex business administration activities, such as planning, organizing, and directing all administrative services and staff activities related to budgets, accounting, fiscal management, human resources, personnel management,  policy analysis and formulation, labor relations, payroll, grant program activities, safety, training, travel, office services, supplies & equipment, property management, building maintenance, records retention, contracts, and procurement. The SSM I act as a liaison between SRO and Division of Regional Assistance and other Divisions and Offices within the Department.

Possession of a valid driver’s license is required to operate a state vehicle on public roadways to get to meetings and field sites.

Ability to supervise and manage programs, budget, and staff. Ability to reason logically and creatively and utilize a variety of analytical techniques to resolve governmental and managerial problems, develop, and evaluate alternatives, analyze data and present ideas and information effectively, gain and maintain confidence and cooperation of those contacted and during the course of work.  Must work cooperatively and communicate effectively verbally and in writing with the public and staff at all levels within the Department. The candidate must work effectively with others in a team environment, exercise good judgment, maintain regular, consistent, and predictable attendance, and have strong oral and written communication and presentation skills. Must be able to interpret and analyze technical data and have experience in the utilization of spreadsheet, word processing, and database software.

Knowledge of: Principles of supervision, organization, and management; principles and practices of budgeting and accounting; human resources; contract management and administration; grant management; procurement services; business services; principles of public and personnel administration; principles and practices of public finance, research techniques and statistical principles and procedures.
