Dept/Div:Sheriff/N/A FLSA Status: Non-Exempt

General Definition of Work

The 911 Dispatcher is responsible for receiving and prioritizing all emergency and non-emergency requests for service and for dispatching appropriate responders. This is a position of critical importance for the community and public safety 24 hours a day, 7 days a week. Employees are required to use independent decision-making skills and remain calm in an atmosphere of changing priorities and periods of high stress. All activity requires a high level of accuracy, attention to detail and multi-tasking abilities as job duties play out in real time and generally in a fast-paced manner. Work is performed under the limited supervision of the 911 Supervisor.

Essential Functions

  • Receives 911, emergency and non-emergency calls for service.
  • Responsible to exercising independent judgment to solicit, identify, assess, evaluate, prioritize, summarize and transmit information to necessary responding entities, including Law, Fire and EMS.
  • Performs multiple tasks simultaneously within critical time constraints and under pressure of emergency conditions.
  • Dispatches, monitors, and responds to Public Safety personnel; Monitors and operates local, regional, and state ARMER radio.
  • Receives and processes requests for various services from Law, Fire and EMS personnel.
  • Coordinate activities between responding law enforcement, fire/rescue, medical, emergency management, municipal utilities and county highway units operating in the field.
  • Creates and maintains electronic records and logs of activity as required using a computer aided dispatch system.
  • Use various computer systems to monitor calls, access information and enter information as required.
  • Operate State and Federal computer networks and enter, remove, request, receive and disseminate large amounts of public, private and confidential data, including entry of records for other organizations such as Court Administration, local jurisdictional Police Departments, and Records staff.
  • Operate Emergency Community Notifications System software.
  • Operate internal and external security systems, operate external facility doors and those outside the jail perimeter.
  • Monitor various cameras and emergency man-down systems in both the Justice Center and the Courthouse; Monitor generator and UPS alarms at the Justice Center and various radio sites.
  • Communicate and interact effectively and respectfully with other employees, supervisors, and individuals working within and from other organizations, as well as the public.
  • Performs the physical and mental demands of the position.
  • Trains new personnel, including basic orientation of all job tasks, instruction of various computer programs and radio equipment, and monitoring of training progress.
  • Begins and ends work as scheduled and assists other shifts as needed; performs other related functions as apparent or assigned.
  • Attend Court when called upon to do so.
  • Respond to walk in foot traffic and issue burn permits during non-business hours and as needed during business hours.
    Jail Functions:
  • Entry, maintenance, dissemination and removal of records for Jail.
  • Operate as backup Master Control; Operate internal Jail facility door controls and lighting as needed.
  • Participate in DOC training mandated for Correctional Officers.
  • Availability to respond to emergent situations within the Jail; Communicate with inmates effectively and maintain custody of inmates as called upon by a Supervisor; Monitor internal Jail security systems and check in jail visitors for after business hours visitation.
  • Perform appropriate duties as assigned.

Knowledge, Skills and Abilities

Thorough knowledge of the policy and procedure manual, NCIC and CJIS manual, state statutes and criminal codes. Thorough skill in incident crime reports, master name index record, criminal justice information system (CJIS) records, national crime information center (NCIC) records, burn permit records, warrant records, order for protection records. General skill with gun permit applications and predatory offender records and ARMER system. Thorough use of standard office equipment, ARMER MCC2500 radio console, Sentinel 911 call processing equipment, VHF paging system, XTS2500 portable radio and APX radios. General knowledge of LETG mobile system. Thorough knowledge of LETG CAD, RMS, Mapping systems; CJIS portals, Everbridge mass notification system, MyBCA, StatusBoard, statewide supervision and internal/external security system.

Ability to listen and understand directives, write and speak in an understandable and accurate manner, communicate information professionally and precisely, act in a decisive manner and use good judgement, anticipate needs and evaluate alternatives while avoiding over-reaction, sensitive to other’s problems without direct involvement and exclude personal biases from performance, produce high quality and accurate work. Knowledge of surrounding and cooperating agency procedures and resources, continually evolving equipment used within the dispatch center and external sites to transmit data. Ability to pass background investigation and psychological screening, work rotating shifts, including weekends and holidays and mandatory overtime during critical incidents.


Education and Experience

Associates/Technical degree in criminal justice, law enforcement, or related field, minimal experience in 911 dispatching, emergency response or related field or equivalent combination of education and experience.


Physical Requirements

This work requires the occasional exertion of over 100 pounds of force; work occasional requires standing, walking, using hands to finger, handle or feel, reaching with hands and arms, push or pull and lifting. Frequently sit, speak or hear and repetitive motions. Rarely climb or balance, stoop, kneel, crouch or crawl, taste or smell. Visual acuity requires close and distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to recognize information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, observing general surroundings and activities; work occasionally requires exposure to fumes or airborne particles, exposure to the risk of electrical shock and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; occasional high stress situation; work is generally in a moderately noisy location (e.g. business office, light traffic).


Special Requirements

  • CPR/first aid, first responder, defibrillator, MNJIS/NCIC terminal operator, use of force, CJIS Security Awareness certifications required within six (6) months of hire. Fingerprint and pass background study upon hire.
  • ARMER radio training, data privacy, DOC training requirements, emergency management ICS and NIMS training within six (6) months of hire.
  • Applicable training to obtain and maintain certifications will be provided. Ability to maintain certifications through ongoing education.
  • National crime information center training, State records system training and Criminal justice information system training must be completed within one (1) year.
  • Valid driver's license in the State of Minnesota upon hire.

Other Requirements

The incumbent may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished, incumbent must properly store the not public data according to the provisions Ch. 13. If a new work assignment requires access to not public data, the incumbent is permitted to access not public data for the work assignment purposes only. Any access to not public data must be strictly limited to the data necessary to complete the work assignment and after the assignment is completed, the employee’s work assignment no longer requires access.


Minimum Qualifications

  • Valid Driver’s License in the State of Minnesota
  • High School Diploma or GED


Salary/Benefits : Starting wage is $26.75-$33.35 per hour plus health insurance, life insurance, retirement plan, vacation/sick/holiday pay and many other voluntary benefits.
